Mr. Thomas currently serves as an in-country Liaison with the American Bar Association's Central and East European Law Initiative (ABA CEELI) in Sofia, Bulgaria. Prior to joining CEELI, Mr. Thomas served for 16 years first as Assistant Counsel and then as one of the managing attorneys of the Office of Professional Responsibility of the United States Department of Justice. That Office was responsible for investigating allegations of criminal and administrative misconduct on the part of employees of the U.S. Justice Department and its constituent agencies, including the FBI and Drug Enforcement Administration.
