With the sudden increase of excise taxes in 2008, the illegal cigarettes market became one of the largest segments of the grey/black economy in Bulgaria. In its research CSD focuses on cigarettes smuggling across international borders of the country and domestic distribution networks. Another area of research focuses on the wider regional context that emerged with the liberalization of border crossing regime resulting from the conflicts in the West Balkans.
