Action Plan of the Former Yugoslav Republic of Macedonia under Pillar5

The Government and civil society representatives agree to support the following actions:

Public Attitudes

  • Invite civil society organisations to join the SPAI team.

Time line: immediate

  • Organise a conference before 15 December 2001 - i.e. before the elections of January 2002- on anti-corruption measures and co-operation between government and civil society as a starting point for civil society coalition building.

Time line: 15 December 2001

  • Transparency International to prepare source books for anti-corruption activities prior to conference.

Time line: 15 December 2001

  • Develop information tools (website, Newsletter) to raise public awareness.

Legal Environment for Civil Society

  • Coalition of NGOs, including association of judges, to draft amendments to the Law on Citizens Associations and Foundations and forward to the Ministry of Justice.
  • The Centre for the Education of Judges to prepare proposals for training judges on laws regulating the NGO sector.

Civil Society Capacity

  • Develop a programme of co-operation between the government and civil society.
  • The Chamber of commerce to develop project proposals for training businessmen on anti-corruption measures.
  • The 15 December conference is meant as a tool to initiate civil society coalition building.

State of the Media

  • Drafting of legislation to improve the public information system is underway.
  • The Institute for Media and Association of Print Media to organise a roundtable to help develop criteria for disbursement of subsidies.
  • Media Institute to develop proposals to train journalists and managers in order to improve professionalism, ethics and profits.
  • Media Institute to develop proposals to promote investigative journalism and awareness among citizens.
  • Encourage development of local media.

Government Transparency and Co-operation with Civil Society

  • Draft a sunshine law to provide access to government information.
  • Civil society to push for adoption of anti-corruption law.
  • Organise a conference before 15 December 2001 - i.e. before the elections of January 2002- on anti-corruption measures and co-operation between government and civil society as a starting point for civil society coalition building.

Time line: 15 December 2001

  • Develop information tools (website, Newsletter) to raise public awareness.
