Diagnostic Surveys of Corruption
in Romania".
Recognizing the need for information on the profile of corruption,
the Government of Romania requested the preparation of this
diagnostic study of corruption. This report summarizes the results
of three large-scale governance and corruption surveys undertaken
in 2000 by the World Bank and Management Systems International
(MSI), an implementing partner of the United States Agency for
International Development. Although this diagnostic study was
requested by the previous Government and is being released by the
present one, the findings stress the institutional nature of the
problem and remain applicable today.
