Public Awareness Seminar: Issues of Trafficking in Children and Women
 
On 24 November 2011 the Center for the Study of Democracy organized a public awareness seminar entitled Issues of Trafficking in Children and Women with a guest speaker Dr. Paddy Rawlinson, Senior Lecturer in Criminology, Monash University, Melbourne. She presented the findings of a joint research between Metropolitan Police (London) and University of Essex (UK) into trafficking of Roma children from Eastern Europe to the UK. The abrupt increase of begging children on the streets of London in 2010 triggered the launch of “Operation Golf”, which uncovered a large criminal network that trafficked children for the purposes of benefit fraud, street begging, and pick pocketing. Flaws in the UK social system were exploited by organized crime groups using children for making illegal profits. Dr. Rawlinson also touched upon the problems encountered by the UK police when detaining trafficked children. She gave an overview of the hierarchical structure of the organized group involved in the trafficking of Roma children and existing additional factors such as corruption of local authorities in the countries of origin, cultural factors facilitating trafficking or shaping the perceptions of victimhood, etc. Dr Rawlinson mentioned some of the EU polices related to Roma inclusion but paid special attention to education as a tool for rehabilitation and integration of Roma children.
