ARC Fund Promotes E-Business Development in the Less-Favoured Regions of Bulgaria
ARC Fund is involved in a project aimed at building adaptive zones for interregional e-commerce in specific sectors of SMEs from less-developed regions in Bulgaria. Project partners are different scientific and commercial entities from Bulgaria, Germany, the UK and Greece.

The main goal of the project is to increase the competitiveness of small and medium-sized enterprises (SMEs) and improve their access to the global European market. The project is based on two concepts: the organizational concept about the virtual organizations based on the request method, and the technical concept of adaptive agreements between different sectors. The two concepts bring the main idea of building adaptive zones for e-commerce – first on a regional level, and subsequently on a trans-national level. One of the project outputs is the set-up of virtual regional zones for e-commerce, as well as support centers to help the particular enterprises substitute the conventional commercial relations and increase their efficiency and potential. This innovative policy aims at responding to the needs of SMEs from different countries participating in the project by creating and providing a business-to-business (B2B) e-commerce software platform.

During 2003 ARC Fund carried out a survey among 500 SMEs in the South-Central region of Bulgaria in order to identify the companies' development priorities and needs for new Information and Communication technologies. ARC Fund analyzed the needs and requirements of regional actors covering not only the technical issues of industrial innovation but also economic and organizational aspects like management, marketing, innovation financing, etc. The study provided information for assessing the regional business environment with regard to interregional e-commerce development. The regional priorities were identified and recommendations for measures for regional actions were elaborated on this basis. The outcomes of the survey were used to define the functionalities of the LAURA platform for regional and interregional B2B electronic commerce.

The pilot project is set to finish with a detailed analysis and evaluation of the functionality and efficiency of the intra and interregional zones for e-commerce between SMEs from less-favoured regions. After its successful completion teh project envisages a strategy creation for the results achieved, broad dissemination and commercialization of the developed concepts, methodologies and prototypes.
