On March 23-26, 2004 the World Bank and the Government of Hungary organized in Budapest the Third Knowledge Economy Forum: Improving Competitiveness through a Knowledge-Based Economy.

The Bulgarian delegation to the Forum, headed by Mr. Dimitar Ivanovski, Deputy Minister of Economy, included a number of representatives from the private and the public sector: Ms. Mariana Borissova, expert at the Ministry of Education and Science, Ms. Dinka Dinkova, Program Director of ARC Fund, Mr. Ruslan Stefanov, Senior Advisor at ARC Fund, and Dr. Roumen Nikolov, Vice Dean of Sofia University's Faculty of Mathematics and Informatics. Members of the Delegation nominated Mr. Ruslan Stefanov to present a case-study on Bulgaria's experience in Mapping and Rebuilding the Local Innovation System of the Regions. The case presented the process of developing a regional innovation strategy for the South-Central Region of Bulgaria, carried out by an international consortium led by ARC Fund.

The two previous World Bank forums took place in Paris in 2002 and Helsinki in 2003. This year, the Knowledge Economy Forum concentrated on four major themes:

1) From Research to Industry and Markets
2) Financing of Innovation
3) Tertiary Education for the Knowledge Economy
4) Innovation in Traditional Sectors and Local Development.
