Anti-Spam Legislation Discussed at a Round Table on March 15, 2004
On March 15, 2005 at the Information Society Promotion Office ARC Fund, jointly with the Law Program of the Center for the Study of Democracy, organized a round table discussion on the legislative aspects of combating unsolicited communications for direct marketing purposes, aka as "spam", in Bulgaria. This discussion marks the second phase of an “anti-spam” project which ARC Fund implements with the support of the Ministry of Transport and Communication’s ICT Development Agency. The purpose of the round table was to consult the preliminary findings of a team who drafted the study with the relevant stakeholders in government and industry. The discussion followed a comprehensive analysis of the scope and proliferation of “spam” in Bulgaria, which also identified some model anti-spam initiatives and legislation in the EU and internationally. During the second stage of the project a working group of experts was convened to advise the formulation of recommendations for harmonizing the national law with specific EU “anti-spam” legislation.
