Public Council for Safer Internet changed operational rules of the Bulgarian Hotline
At a meeting on 12 April, the Public Council for Safer Internet adopted changes in the operational procedures of the Bulgarian Hotline against illegal and harmful content in Internet.
The new procedures were elaborated after consultations with the Association for Electronic Communications and the General Directorate for Fighting Organized Crime and with all other members of the Public Council. The “protection clause” in the previous procedures providing for first warning of the content provider before transferring a report about illegal or harmful content to the Ministry of Interior was considered outdated and dropped from the procedures. The change will make the operational channel between the Hotline and the law enforcement agencies more efficient and give possibility for faster reaction and investigation of the reports.
At the meeting a new member of the Public Council was admitted – the Gender Education, Research & Technologies Foundation was unanimously voted to become a member of the Council. The GERT Foundation is implementing the EU Kids Online project which complements the activities of the Hotline by studying and analyzing the Bulgarian children’s Internet habits and behaviour.
The Hotline team presented a report for its activities in the period October 2006-March 2007. In this period 95 reports were received, 16 reports were transmitted to the police, 13 reports have been transmitted to other INHOPE hotlines and overall 59 resulting actions were taken.
The signing of a Memorandum for Cooperation with the State Agency for Youth and Sports was announced as well as a plan for activities in the next 2 months.
