A Bulgarian National Program to Implement Arms Export Controls and Combat Small Arms Proliferation

The workshop, held on 14 May 2003, builds on Bulgaria's progress in strengthening arms export controls. It assessed the feasibility of developing a Bulgarian National Action Program for any additional steps required for the effective implementation of arms export controls and measures to combat small arms proliferation.
The meeting was attended by representatives from relevant Bulgarian government departments, such as the Ministries of Economy, Defense,Interior and Foreign Affairs, as well as customs officials and
border guards. Participants from the UK included representatives
from the Foreign & Commonwealth Office, the Department for
International Development and HM Customs & Excise. NGO experts
addressed the role of civil society in the development and
implementation of future actions.
The first part of the seminar discussed the
findings of the national assessment conducted by the Task Force of
policy advisers and practioners coordinated by the Center for the
Study of Democracy. The second sought to reach consensus on the
main elements of an Action Program and its implementation. An
immediate outcome of the seminar was the development of a
consultation document on the main elements of the Bulgarian
National Action Program. This document drew on the national and
international commitments to which Bulgaria is bound, as well as
the Task Force's national assessment and the discussions and
proposals made during the meeting.
The work of the CSD Task Force was presented by
Prof. Tilcho Ivanov, lecturer in the National and Regional Security
Department, University for National and World Economy, and Mr.
Boyko Todorov, CSD Program Director.
The seminar was organised by Saferworld and
the Atlantic Club
of Bulgaria in collaboration with the Bulgarian Ministry
of Foreign Affairs and the UK Foreign & Commonwealth Office and took place in the Sheraton Sofia Hotel Balkan.
