WORKING METHOD
Steering committee:
working group at a distance for the necessary back-up
(co-ordinating/umbrella group) for the complete PHARE programme on
Justice and Home Affairs
Per main item an
expert group, composed of national people involved and foreign
experts, are wanted and necessary. This group will function as an
advisory group.
Per specific
project working groups that do the actual work, are advised by the
general expert group and covered by the support of the steering
group.
(Conditions:
-
create a working
group in between the MJELI and the field where the needs are (cf.
already existing working group on computerisation), composed of
representatives of all parties involved and perhaps a foreign
expert and an EC participant, that will make suggestions, to be
approved by the High Judicial Council
-
supporting the
setting up and starting of the school of judges and regarding the
possibilities to expand their task to the public prosecutors
offices and the supporting staff of the judiciary
-
training should be
composed of both initial and permanent training
-
strengthening
communication with the MJELI, to improve the mutual
trust
-
communication with
all magistrates and all others involved (general newsletter, f.e.
making known the Judicial System Act)

when training could
be provided by the school of judged for all target groups, each
target group should, with the help of a foreign counterpart, create
their own curriculum, that can be carried out again with the help
of foreign counterparts, in the form of a train the trainers
model)
