On August 4-8, 2002, a Bulgarian delegation visited Norway with the purpose to study the Norwegian experience with the development of modern registration systems. The study visit was a part of the project Reforming the Judiciary in Bulgaria: Towards the Introduction of Modern Registration System, implemented by the Center for the Study of Democracy with the support of the Norwegian Ministry of Foreign Affairs.
Members of the delegation were Mr. Anton Stankov, Minister
of Justice, Dr. Maria Yordanova, Head of CSD Law Program,
Dr. Silvy Chernev, Chair of the Court of Arbitration with
the Bulgarian Chamber of Commerce and Industry, Mr. Borislav
Belazelkov, Justice, Supreme Court of Cassation, and Mr.
Dimitar Markov, Project Coordinator of the CSD Law Program.
The delegation visited Norway Register
Development (NRD) and the Bronnoysund Register Centre (BRC). At the meeting at NRD Mr. John Schjelderup Olaisen, NRD
Managing Director, made a brief introduction to the company. Mr.
Ulf Ertzaas, NRD Senior Legal Advisor, presented the legal
basis for registers of legal entities. Mr. Jon Birger
Fjalestad, Director of NRD Consulting briefed the participants
on the NRD's approach to building a register and Mr. Stein
Haugen, Director of NRD Systems delivered a presentation on the
content and possible usage of application framework. H.E. Rolf
Baltzersen, Norwegian Ambassador to Bulgaria, attended the
meeting.
During the visit to the BRC the participants got acquainted with the operation of the different registers maintained by the BRC and had useful meetings with BRC senior officers. The activities of the BRC were presented by Mr. Erik Fossum, Director General of the BRC. There were also presentations of the Central Coordinating Register for Legal Entities, the Register of Business Enterprises, the Register of Mortgaged Movable Properties and the BRC distribution
solutions.
In the end of the visit the participants agreed on furthering the
initiated cooperation as regards to the reform of the Bulgarian
registration system. As a follow up of the event a workshop will be
held in Sofia on September 20, 2002, with guest speakers from both
NRD and the BRC. |
