Workshop: Establishment of Ombudsman Type Institutions on Local Level in Bulgaria. Practice and Perspectives
 
On November 20, 2002, the Center for the Study of Democracy jointly with Friedrich Ebert Foundation and the National Association of Municipalities in the Republic of Bulgaria organized a workshop on Establishment of Ombudsman Type Institutions on Local Level in Bulgaria. Practice and Perspectives. Local mediators and representatives of municipalities as well as representatives of state institutions, NGOs and the Bulgarian Academy of Science took part in the workshop.

In his opening remarks Mr. Vladislav Slavov, Chair of the Supreme Administrative Court and the Union of Bulgarian Jurists, underlined the necessity of establishing the Ombudsman institution not only on national but also on local level and the considerable anti-corruption effect it would have on the relations between the citizens and municipal administration.

Short presentations of the activities of the local civic mediators working under experimental projects in the municipalities of Loznitsa, Veliko Turnovo, Razgrad and Zavet were made by Ms. Julka Boikova, Mr. Hristo Ormandjiev and Mr. Georgi Milkov. Ms. Antoaneta Tsoneva, Sofia Municipality Public Mediator, summarized the work and experience of the ombudsman type institutions on local level in Bulgaria.

The participants were acquainted with the comparative legal study Establishment of Ombudsman Institution, prepared by the students from the Parliamentary Internship Program. Ms. Emilia Chengelova, Senior Analyst at Vitosha Research Agency presented the results from the Focus Group survey Sofia Municipality Citizens' Awareness and Attitude towards the Ombudsman Institution.

Mr. Venelin Ouzounov, Chair of the National Association of Municipalities in the Republic of Bulgaria, delivered a presentation on Establishment of Ombudsman Type Institution on Local Level in Bulgaria expressing the explicit support of the Association and its members for the establishment of the institution.

The opportunities of the institution as a mechanism to combat corruption in the context of the experience of the anticorruption initiative Coalition 2000 were presented by Dr. Zhivka Damianova, Coordinator of the Initiative.

The participants in the workshop discussed and endorsed a Declaration supporting the establishment of local level ombudsman type institution in Bulgaria, which will be distributed among all state institutions concerned.

Representatives of the municipalities of Yambol, Pleven, Lovetch, Troyan, Ms. Rada Koulekova, former ombudsman at the region of "Mladost", Sofia Municiplity, Mr. Venelin Ouzounov took part in the animated discussion that followed.
