Veliko Turnovo, October 3, 2002
On October 03rd, 2002 in Veliko Tarnovo was held an Information
day on the Ombudsman, organized jointly by the Center for the
Study of Democracy and the Initiative for Sustainable Development
"Local Agenda 21" - Veliko Turnovo.
Representatives of the district and municipal administration of
Veliko Tarnovo, the Judiciary, the Union of Disabled in the city,
professors and students from the Law Faculty of "St. St. Ciril and
Methodius" University - Veliko Tarnovo, participants in the "Law
Clinic" project, journalists and many citizens took part in the
discussion that followed.
Mr. Daniel Minov, Judge at the Court of Appeals of Veliko
Tarnovo, outlined the legal framework for the activities of the
local ombudsman. Mr. Svetoslav Georgiev, Expert with the
Sofia Municipality Public Mediator, presented the activities of the
institution and the most important problems faced by the citizens.
Mr. Hristo Ormandjiev, Veliko Tarnovo Municipality
Anti-Corruption Mediator, focused on the meaning of the specialized
ombudsman type institutions, like the local ombudsman.
The topic provoked great interest, which resulted into many
questions about the legal regulation of the ombudsman in Bulgaria,
its powers and the future of this type of institution on local
level.
