A Policy Forum to endorse the Program for Judicial Reform
(PJR) in Bulgaria was held in Sofia on May 18, 2000. It was
organized by the Law Program of the Center for the Study of
Democracy as a Secrtariat of the Judicial Reform Initiative (JRI)
with the support of the World Bank and brought together more than
100 representatives of the Government, Judiciary, of international
and foreign organizations, NGOs and experts as well.
On a press conference before the Policy Forum the
Program was presented to the media by Dr. Maria Yordanova,
Head of the CSD Law Program and Coordinator of JRI, Mr.
Vladislav Slavov, Chairman of the Supreme Administrative Court,
Mr. Vassilis Maragos, Economic Advisor, Delegation of the
European Commission to Bulgaria, Mr. Borislav Belazelkov,
Justice, Supreme Court of Cassation, and Mr. Rosen Dimov,
Chairman of the Plovdiv Appellate Prosecution Office.
Ms. Nelly Koutskova, Chairperson of the
Sofia District Court introduced the Program to the participants.
Representatives of the National Assembly, the Government, and the
Judiciary expressed their views on the Program: Mr. Dimitar
Abadjiev, MP, Member of the Parliamentary Commission on Legal
Issues and Anticorruption Legislation, Mr. Dimitar Tonchev,
Deputy Minister of Justice, Ms. Maria Serkedjieva, Deputy
Minister of Justice, Mrs. Eliana Masseva, Secretary General
of the Council of Ministers, Mr. Roumen Yankov, Chairman of
the Supreme Court of Cassation, Mr. Vladislav Slavov,
Chairman of the Supreme Administrative Court, Ms. Kapka
Kostova, Chairperson of the Sofia Regional Court and
Chairperson of the Association of Judges in Bulgaria, Mr. Roumen
Georgiev, Deputy Director of the Specialized Investigation
Office and Chairman of the Chamber of Investigators in
Bulgaria.
Representatives of international institutions and
organizations including Mr. Thomas O’Brien, Resident
Representative, World Bank Mission in Bulgaria, Mr. Joseph
Lowther, Chief of Party, MSI, Mr. Enrico
Grillo-Pasquarelli, Head of Unit, Bulgaria and Romania, DG
Enlargement of the European Commission, Mr. William
Foerderer, Acting Director, USAID Bulgaria ensured their
support for the Program.
