| Presentation of the Draft Law on Electronic Document and Electronic Signature to No 2 Diplomatic Club

On March 22, 2000, a workshop was held at the Center
for the Study of Democracy jointly with No 2 Diplomatic Club.
The Draft Law on Electronic Document and Electronic Signature, prepared by CSD experts, was introduced by Mr. Stephan Kyutchukov, attorney and expert of the CSD Law Program. He
emphasized the major points of the Draft as the institutional
framework and the mechanisms for generating an electronic signature. The participants were interested in the practical use of the electronic document and the electronic signature as evidence in
the court procedures.
Mr. Martin Zaimov, Deputy Governor of the Issue Department of the Bulgarian National Bank, outlined the main challenges that information society and electronic commerce provide. He pointed out that the new IT world is questioning the traditional means for payment, money is losing part of its functions, and that fiscal policy, trade and competition, labour and education are going out of their traditional framework.
The Secretary General of the Ministry of Transport and Telecommunications and Chair of the Board of Bulgarian Telecommunication Company (BTC) Mr. Grozdan Karadzhov
introduced the participants with BTC performance, its forthcoming total digitalization and the international projects the Company is participating in. | |
