| Discussions on the Draft Law on Electronic Document and Electronic Signature at the Bulgarian National Bank

On March 7, 2000, at the National Bulgarian Bank the Task Force working on legislative regulations in electronic commerce and electronic signature presented the Draft Law on Electronic Document and Electronic Signature to the National Council on Payment Systems and other experts from respective entities and institutions.
Dr. Maria Yordanova and Mr. Stefan Kyutchukov introduced the participants with the work of the Task Force, the comparative legal research made and the basic principles as included in the draft.
During the active discussions following the presentation the members of the National Council on Payment Systems, representatives from the Central Depository, Association of Trade Banks, State Commission on Telecommunications, Bulgarian National Securities Commission, Bulgarian Telecommunication Company (BTC), Biochim Bank and others showed interest in the various provisions of the Draft and outlined their views on improving the legal regulations.
The authors defended their vision on the document, emphasizing that the present version of the Draft is free of any unnecessary technical details and includes only basic and perpetual principles. | |
