Diplomatic Club No 2 Meeting on Electoral Law Reform
 
On April 26, 2001, the Center for the Study of Democracy hosted a regular meeting of Diplomatic No 2 Club to discuss The Electoral Law Reform in 2001: the New Law on Election of Members of Parliament.

The Club's Chair Mr. Winfried Schlote, Deputy Head of Mission of the Embassy of Germany, opened the meeting, expressing his appreciation for the support rendered for this initiative by CSD.

Dr. Maria Yordanova, Head of CSD Law Program, introduced the guest speakers - Ms. Lena Dzhelepova, Chair of the Central Electoral Commission, and Mr. Mikhail Konstantinov, Member of the Commission.

Ms. Lena Dzhelepova presented the new Law on Election of Members of Parliament, analyzing the new provisions introduced to the electoral system, while Mr. Mikhail Konstantinov emphasized on the way the new law is expected to influence the organization of the forthcoming elections.

The main issues in the discussion that followed concerned the method for the election results calculation, the independent candidates' election procedures, the status of Bulgarian and foreign observers, and the possibilities for Bulgarian citizens abroad to participate in the elections.
