International seminar: Ombudsmanship: Prospects and Challenges for the Twenty First Century
 
On September 12 - 16, 2001, an international seminar Ombudsmanship: Prospects and Challenges for the Twenty First Century was held in Nicosia to celebrate the decenarium of the Office of the Commissioner for Administration (Ombudsman) of Cyprus.

The seminar was aimed at enabling a discussion forum on topics as the recent developments, current trends and prospective challenges in the field of Ombudsmanship and to facilitate participants to address issues relating the role of the Ombudsman in the twenty first century.

The seminar featured a distinguished group of speakers including: Mr. Jacob Soderman, the European Ombudsman; Ms. Eliana Nicolaou, Commissioner for Administration of Cyprus; the UK Parliamentary Commissioner for Administration Mr. Michael Buckley, Mr. Pierre-Yves Monette, Federal Ombudsman of Belgium; Dr. Peter Kostelka, Member of the Austrian Ombudsman Board; Finland's Parliamentary Ombudsman Mr. Lauri Lehtimaja, Ms. Kerstin Andre, Parliamentary Ombudsman of Sweden, Prof. Oleg Mironov, Commissioner of Human Rights in the Russian Federation andthe Greek Ombudsman Prof. Nikiforos Diamandouros; Ms. Nana Devdariani, Public Defender of Georgia, etc.

The seminar focused on a number of significant issues concerning the development of the ombudsman institution in the different countries. The major topics included:

  • Ombudsmanship: Prospects and Challenges for the Twenty First Century
  • The Effectiveness of the Ombudsman in the Oversight of the Administrative Conduct of Public Bodies
  • Democracy, Accountability and the Office of the Ombudsman
  • Moving from Adversarial to Non-adversarial Approaches - a Contemporary Approach in Ombudsmanship
  • The Proactive, Preventive and Educative Role of the Ombudsman
  • The Role of the Ombudsman in Balancing the Exercise of Governmental Power and its Accountability

The Center for the Study of Democracy was represented by the Head of the Law Program Dr. Maria Yordanova and the Executive Secretary of Coalition 2000 Ms. Valeria Bouhlarska.

During the seminar a number of useful contacts were established with ombudsmen both from countries with long traditions in developing ombudsman institutions and from countries with recently established ones. The participants underlined the importance of the ombudsman instituion for the building of the civil society and expressed their readiness for further cooperation in the future.
