FRY/Montenegro's action plan under Pillar 5

The Government and civil society representatives agree on the following:

National Action Plan

  • Civil society organisations to be invited to assist the Government in the formation of the Joint Executive Committee (the JEC will plan the overall strategy for fighting corruption in Montenegro).

Time line: immediate

  • Civil society organisations to be invited to join the Joint Executive Committee as well as anti-corruption meetings, working groups, etc., on a regular basis.

Time line: immediate

  • Civil society organisations to be invited to assist in the review and enactment of a realistic and workable anti-corruption plan. Focus will be placed, among others, on timelines, actions, responsibilities, responsible parties.

    Time line: immediate-end of activities foreseen in action plan

Legislation Drafting

  • Civil society organisations to be invited to render assistance in drafting legislation, including: Freedom of Information Act, Illicit Enrichment law, Amendments to Bribery statute, Amendments to Public Procurement law, Amendments to Law on Citizens' Organisations, Conflict of Interests law, Code of Conduct for Civil Servants, Parliamentary Investigatory Act, Financing of Political Parties law, and Anti-Money Laundering scheme. Civil society organisations will be invited to participate in various working groups involved in the drafting of the aforementioned legislation.

Time line: immediate-end of legislation drafting

  • Civil society organisations to be invited to participate in media campaigns on the drafted legislation to promote general awareness on corruption issues, citizens' rights and anti-corruption legislation. This will be accomplished by issuing press releases and participating in interviews, and public forums/discussions.

Time line: November 2001-end of legislation drafting

Public Attitudes

  • Civil society organisations to be invited to participate in the hearing of public comments regarding anti-corruption legislation.

Time line: November 2001-end of legislation drafting

  • Civil society organisations to be invited to lend assistance in publicising steps taken in conjunction with the SPAI recommendations.

Time line: November 2001-end of legislation drafting

Civil Society Capacity

  • Encourage civil society organisations to invite and find other interested parties (e.g., business organisations and other CSOs and NGOs) to take part in the above activities.
