Anti-Corruption Training Seminar for the Defense and Staff College
A two-day anti-corruption training took place on 6-7 November 2003 at the "G. S. Rakovski" Defense and Staff College in Sofia with the participation of 8 officers from the General Staff Course, 14 officers from the Strategic Course and 4 officers and staff members of the management. The General Staff Course is designed for senior officers – the future generals of the Bulgarian army – while the Strategic Course includes officers and civilians with high ranking positions in the MoD administration.
The training program aimed to increase the awareness of future leaders in the military sector of need to carry out regular anti-corruption education campaigns within the MoD.
The trainees were introduced to the specifics of corruption in transition, the role of the judicial reform in countering corruption and the links between contraband and corruption with a case study on the small arms export. The specific expertise of the participants suggested the inclusion of lectures on the mechanisms to prevent and counteract corruption within the Ministry of Defense.
