Round table: Energy Strategy of Bulgaria 2020
 
On 23 November 2009 representatives of the Center for the Study of Democracy took part in a round table “Energy Strategy of Bulgaria 2020” organized by the parliamentary Economic Policy, Energy and Tourism Committee.

The Center presented a specially prepared policy brief which analyses the latest available proposal for energy strategy from 2008: “Energy Strategy of Bulgaria 2020: a Better Governance Perspective”. The analysis shows that in order to achieve transparent and effective governance in the energy sector there need to be: coordination between institutions and relevant strategic documents; clear and justified rights and obligations of the state institutions involved; use of long-term independent forecasts and scenarios, which are based on recent and reliable data. The future energy strategy of Bulgaria, the Center advises, should: frame both national targets for development and the process of decision making itself; include a system of indicators for successful implementation, as well as mechanisms for revision of the strategy; outline the main priorities and instruments for achieving the stated objectives.

Mr. Traicho Traikov, Minister Economy, Energy and Tourism invited the Center's team to participate in a working group drafting the energy strategy. The goal of the Center’s involvement would be the design of an implementation monitoring system for the strategy – which the necessary indicators should be and how to access the progress on the achievement of the goals set.
