Corruption without Borders: Links between Organized Crime and Corruption in the European Union

Mr. Shentov's Opening Remarks
The present round table focuses on the related problems of corruption and organized crime. These are challenges that face all modern societies, including the EU Member States.
Although both corruption and organized crime are relatively known and analysed in detail, their linkage represents one of the white spots in contemporary social sciences.
It is precisely this link, however, that impacts in a decisive manner the whole process of designing and implementing the policies to counter corruption and organized crime.
These considerations led the European Commission to assign to the Center for the Study of Democracy (selected after an international contest and strong competition between several leading Western universities and centres) to prepare an analytical report about this phenomenon. This paper, which now you hold in your hands, is the first and only existing in the European Union analysis so far of the above mentioned problems.
Today our discussion will focus on the main findings in this report, including the recommendations to the European Commission and the EU Member-States on the ways to tackle the problems, which will be deliberated by the participants.
My special thanks go to parliament’s president body and to the Chairman of its Internal security and public order Committee, hosting this meeting.
