Conference "Instruments for Limiting Corruption in the Public Administration"

Dr Emil Tsenkov, Senior Fellow, Center for the Study of Democracy participated in the conference "Instruments for Limiting Corruption in the Public Administration" organized by Friedrich Ebert Foundation-Sofia and the Center for Strategic Studies - 21st Century. Many reasons for corruption were discussed: collapse of the existing system of values; bank fraud, overlapping of state administration and state economy; too many licenses; great number of state officials, participation of state administration into boards of directors in many state owned enterprises, etc. Some solutions against corruption were also discussed: financial stability; de-bureaucratization of society; reducing of the "grey" economy; legalization of party financing; taking specific measures designed to curb corruption in some specific spheres; securing of political stability as a condition for anticorrupion, etc. Mr. Tsvetozar Tomov announced the data of Sova-Haris, according to which corruption is a problem number four for the society. Mr. Alexander Tomov, Chairman of the Bulgarian Euroleft, university professors and NGO representatives also took part in the discussions.
