Strengthening Civil Society Capacity on the United Nations Convention against Corruption and its Review Mechanism

On 23 March 2011, at the Center for the Study of Democracy was held training on Strengthening Civil Society Capacity on the United Nations Convention against Corruption (UNCAC) and its Review Mechanism. It was a national follow-up of an international training (organized by the United Nations Office on Drugs and Crime and the UNCAC Coalition on 2-4 February 2011, in Laxenburg, Austria) attended by Dr. Maria Yordanova, CSD’s Law Program Director.

The participants in the training were representatives of the Center for the Study of Democracy, Vitosha Research Agency, and ARC Fund.

The training covered the main provisions of the UNCAC and the mechanism for review of its implementation adopted in November 2009 by the Third Conference of the States Parties of the UNCAC. The participants were acquainted in detail to the Review Methodology and to the self-assessment and expert assessment opportunities, as well as the OMNIBUS software. Special attention was given to the involvement of the civil society in the review process – independent monitoring of the implementation of the UNCAC, strengthening the dialogue with the national stakeholders, preparation of parallel reports, etc. A subject of wide discussion was the opportunity for the Center for the Study of Democracy and the other represented organizations to continue their corruption monitoring and assessment activities in Bulgaria as well as their potential participation in the Convention’s implementation review process.
