| Presentation of the study: E-Tools for Criminal Case Management within Selected EU Member States

 On November 17, 2011, at the regional court of Gotse Delchev the Center for the Study of Democracy presented the study E-Tools for Criminal Case Management within Selected EU Member States. The publication is part of the project Tracking Progress in Strengthening the Criminal Justice Indicators for Integrated Case Management and presents the best practices in using ICT for better administration of criminal cases. The event was attended by representatives of the court, prosecution, investigation and the police as well as by lawyers from the municipality, specialised in criminal cases.
 Dr. Maria Karagiozova, chair of Regional Court - Gotse Delchev, opened the event by presenting the participants and outlined the successful cooperation between the court and the Center for the Study of Democracy.
Dr. Maria Yordanova, Director of the Law Program at the Center for the Study of Democracy, presented the Center’s main priorities, and reviewed some of its publications that might be useful for the work of the participants. She stressed upon the importance of the information technologies towards more effective criminal justice and emphasized the importance of the project Tracking Progress in Strengthening the Criminal Justice Indicators for Integrated Case Management in promoting this initiative in Bulgaria.
 Mr. Dimitar Markov, Senior Analyst at the Center for the Study of Democracy, presented the main findings of the study - the best practices in improving the efficiency of the judicial system through the information technologies. Mr. Markov outlined the experience of Finland - the country, having some of the best developed communications in the EU, which has achieved a high level of digitalization of certain criminal justice activities such as e-summonsing, replacing the verbatim records of court hearings with audio recordings, etc. Belgium's experience was reported interesting in terms of efforts to carry out a comprehensive reform to unify the systems and types of documents in order to enable their electronic exchange, regardless of the reform’s ultimate failure. Mr. Markov drew attention to the CEPEJ’s comparative study among Council of Europe Member States, which provides an overview of the position of each country in the development of e-justice.
 During the ensuing discussion, Mr. Ivan Chilev, Regional Prosecutor of Gotse Delchev, expressed the interest of the Regional Prosecutor's Office into the introduction of the new technologies to assist the participants in all phases of the criminal proceedings and analyzed the situation in Bulgaria.
