On March 30 and 31, 2003 the Center for the Study
of Democracy organized a working session to discuss the proposals submitted
by the Task forces for elaboration of the initial version of the Judicial
Anti-Corruption Program (JACP), concerning the following topics:
1. Constitutional Reform
2. Civil Law and Civil Procedure Law
3. Penal Law and Penal Procedure Law
4. Administrative Law and Administrative Procedure Law
5. Court Administration Reform. Training of Magistrates and of Judicial
Administration Employees
6. Awareness and Confidence Building Measures in the Judiciary
Members and Task forces leaders, as well as experts of the
CSD Law Program took part in the meeting. In the course of the discussion
different proposals and opinions were expressed. The participants agreed
on the idea of changing the Program's structure by joining together its
first and fifth part, under the title Reforming the Organization (Structure
and Government) and Functions of the Judiciary - Constitutional, Legislative
and Institutional Aspects. The remarks, proposals and recommendations
made will be incorporated in the future elaboration of the Program, and
CSD will carry out additional consultations with experts, representatives
of non-governmental organizations, state institutions, as well as distinguished
lawyers.
