Enrique Muoz, Senator from Cordoba, the Senate of Spain, and Robert Dunn, a former Member of the House of Commons for Dartford and a former Minister of Education shared their countries' experience in involving citizens and the NGO community in the legislative process. The seminar was part of the PHARE Democracy's "Citizen Participation, Public Hearings and the Development of Improved Public Policy for Bulgaria" project designed to improve public policy and the quality of new legislation through the involvement of a larger cross section of the Bulgarian polity in the legislative process.
