| Coalition 2000 Takes Part in an OSI Anti-Corruption Conference in Budapest

An Anti-Corruption Conference organized by the Constitutional and Legal Policy Institute (COLPI) of the Open Society Institute (OSI) was held in Budapest, Hungary, on June 29, 1999. The purpose of Conference was the development of an anti-corruption strategy of the OSI network. Participants included executive staff and members of the boards of all foundations of the OSI network.
Dr. Ognian Shentov, President of the Center for the Study of Democracy, and Mr. Boyko Todorov, Director of the Information Centre on the Council of Europe, Bulgaria, were invited to present the work of Coalition 2000 as a model initiative for fighting corruption at the central government level. Dr. Shentov presented the structure of the Coalition and the main aspects and issues in its work. Particular emphasis was placed on the Corruption Monitoring System as an innovative technique for providing feedback for anti-corruption policies.
Further on, Mr. Todorov outlined the plans to share the experience of the Coalition with anti-corruption institutions and constituencies in the countries of Southeast Europe and to develop joint programs, specifically in the light of the stabilization efforts to be undertaken in the context of the Stability Pact for the region.
Questions from the audience focused on working with the local media, the role of the judiciary, decriminalization of active bribery in specific instances and methods of evaluation of results.
Contacts were made with USAID/Croatia in regard to the development of an anti-corruption program for Croatia. Discussions were held with representatives of organizations from countries in the region – the Ukraine, Bosnia and Herzegovina, Croatia, Macedonia – for developing joint anti-corruption efforts. In the case of the Ukraine, it was proposed to translate and publish in Ukrainian the Coalition 2000 Anti-Corruption Action Plan entitled “Clean Future”.
