An Anti-Corruption Conference organized by the Constitutional and Legal Policy Institute (COLPI) of the Open Society Institute (OSI) was held in Budapest, Hungary, on June 29, 1999. The purpose of Conference was the development of an anti-corruption strategy of the OSI network. Participants included executive staff and members of the boards of all foundations of the OSI network.

Dr. Ognian Shentov, President of the Center for the Study of Democracy, and Mr. Boyko Todorov, Director of the Information Centre on the Council of Europe, Bulgaria, were invited to present the work of Coalition 2000 as a model initiative for fighting corruption at the central government level.
