Opening Conference: USAID Macedonian Anticorruption Program
 
The opening conference marking the official launch of the USAID Macedonia Anti-Corruption Program was held on 18 September 2013 in Skopje, Republic of Macedonia. The Program is implemented by the Macedonian Center for International Cooperation (MCIC) in partnership with the Institute for Democracy “Societas Civilis” - Skopje (IDSCS), Transparency International - Macedonia and the Association for Democratic Initiatives – Gostivar (ADI). As the coordinator of the Southeast Europe Leadership for Development and Integrity (SELDI), an anti-corruption and good governance coalition, the Center for the Study of Democracy (CSD) will support the implementation of the project by providing training and know-how on measuring corruption risks using the Corruption Monitoring System (CMS).

Ms. Emina Nuredinoska, Head of the Civil Society and Democracy Department at MCIC, presented the program’s activities and expected outcomes to the stakeholders working in the field of anti-corruption. The activities envisaged by the program include organization of discussion forums on public policies aimed at countering corruption, development of anti-corruption action plans, networking and strengthening civil society organizations’ capacity to fight corruption, monitoring the public participation in legislation drafting, performing corruption risk assessments in individual state institutions, awareness raising campaigns, informing the public about the dynamics of corrupt practices, etc.

Mr. Ruslan Stefanov, Director of the Economic Program at the Center for the Study of Democracy (CSD), presented the Corruption Monitoring System (CMS) developed by CSD and Vitosha Research. The Corruption Monitoring System will be one of the key instuments utilized during the implementation of the program. It provides a comprehensive survey-based analysis on corruption trends using detailed information about the types and frequency of corrupt practices in a country. Mr. Stefanov shared CSD’s experiences as the coordinator of SELDI, through which the CMS has already been successfully applied by CSOs in several countries in Central and Eastern Europe.
