Development of Small-Scale Renewable Energy Sources in Bulgaria: Legislative and Administrative Challenges

This report explores the potential and the obstacles before the decentralization of electricity supply in Bulgaria. With the ongoing phase-out of the first generation of state-support measures to developing renewables, Bulgarian policy-makers have been late to define new ways to foster the decarbonisation of the electricity system while maintaining security of supply. A low-hanging fruit would be the exploitation of Bulgaria’s enormous potential for decentralised generation of electricity through renewable energy sources. Unlocking it would contribute to a national energy revolution, which would also be the cheapest and most fiscally neutral way to increase the share of renewables in the electricity system.
