Round table: Governance Mechanisms, Integrity and Transparency: Countering Corruption in Private Sector
 
The public debate usually focuses on corruption as a problem of the interface between the public and the private sector. However, the Corruption Monitoring System surveys of Vitosha Research for Coalition 2000 show that most of the companies deem corruption among private entities as much a problem as corruption in the public sector. Taking account of this data on March 30, 2004 the Center for the Study of Democracy and Coalition 2000 organized a round table Governance Mechanisms, Integrity and Transparency: Countering Corruption in Private Sector for defining the problem and setting up the guidelines for future debate and action. Participants exchanged views on issues of private sector corruption and debated on alternative governance mechanisms for finding effective solutions to the problem.

Mr. Alexander Stoyanov, Director of Vitosha Research described the shift he has observed in the Agency’s recent data from bribes given to public officials to bribes given to private business counterparts. He also noted the importance of reducing currently high tolerance to corruption among the business community and preventing corruption from becoming a rule of behavior in private transactions.

Mr. Todor Yalamov, Researcher from the Center for the Study of Democracy described the causes and possible negative effects of persisting corruption in the private sector. Mr. Yalamov underlined that the Bulgarian business has to take the issue as their priority and that the few good practices have to be spread among more firms.

Ms. Malina Atanasova, Executive Director, Shell Bulgaria presented an overview of the 30 years’ old corporate practice for countering corruption at Shell. She underlined the dynamic nature of the corruption problem and stressed the importance of constantly checking company integrity policies against reality. Providing permanent education and guidance to employees on issues of concern and setting up a corporate culture of sharing and openness lie at the heart of proven business integrity policies.
