Press conference for Coalition 2000's corruption indexes of the population
 
Coalition 2000 and Vitosha Research presented the corruption indexes for the 1st quarter of 2004 on April 14, 2004 at the Center for Study of Democracy. According to Alexander Stoyanov, Director of Vitosha Research, the corruption pressure on citizens decreases as opposed to corruption pressure on the business.

Measured as an absolute number of realized corruption transactions in the public sector, this fall is significant. The average number of citizens per month, who participated in such transactions, was 114,000 in October 2003, whereas this number dropped to 80,000 in March, 2004. At the same time, corruption pressures on business sector increases, both in size and frequency. Unlike the business sector that perceives corruption as the most acute problem, citizens rate it on a fifth place in the overall rating of problems in society, preceded by unemployment, low incomes, poverty and crime.

Despite the fact that the number of actual bribes given decreases in occurrence, it increases in value. Similar to corruption in the business sector, an upward shift in the size of bribes in the form of money, services and gifts can be observed in the population. On the one hand corruption deals amounting 100 and 500 leva have doubled, compared to previous two opinion polls, while on the other hand bribes in the amounts of 500 and 5000 leva were registered for the first time.

Customs officers climb again first positions in the ranking of corruption pressures among professional groups after a steady decrease for the last two years. Even more, figures for customs officers have doubled as compared to other professional groups (22.3% in March, 2004 and 15.3% in October, 2003). A similar trend can be observed in the case of bank officers (an almost double increase in the index of corruption pressure in March, 2004 (8.3%) as compared to October, 2003 (4.2%).

In comparison to previous periods, a new trend of decrease in the corruption pressure by judicial administration, investigators, prosecutors and university professors is registered. It is also worth mentioning that, as a whole, after a heated public discussion and adoption of concrete anticorruption measures, there is a decrease in the occurrences of corruption in the judiciary.

The positive change registered by these population indexes shows that Bulgarians become more optimistic about the fact that, after all, the fight against corruption is an achievable task.
