 On April 23-24, 2004 a Training of Trainers Seminar was held in Veliko Turnovo. The target group of the seminar were representatives of local NGOs and local administrative authorities. The seminar was organized jointly by CSD and the Initiative for Sustainable Development Local Agenda 21.
The seminar was attended by representatives of Gorna Oriahovitsa Municipality, Veliko Turnovo District Administration, the Law Clinic at the Veliko Turnovo University School of Law, NGOs such as Human Rights Step by Step Association Varna, European Information Center – Veliko Turnovo, Resource Center Open Door, Zonta International, the District Youth Council, psychologists, students and journalists.
CSD representatives and experts Dr. Maria Yordanova, Ms. Rossitsa Elazar, Mr. Dimitar Markov, Ms. Dragomira Paunova, and Dr. Silvy Chernev presented the legislative framework of the ombudsman institution in Bulgaria (Law on the Ombudsman, Law on the Local Self-Government and Local Administration) and the initiatives for introducing the institution of the local public mediator after the 2003 legislative amendments.
