Municipality training seminar in the city of Pleven: Human Rights Promotion and Protection through Local Ombudsman Institution
On October 22, 2003, a municipality training seminar on human rights promotion and protection through local ombudsman institution took place in the city of Pleven. It was organized jointly by CSD and the Initiative for Sustainable Development Local Agenda 21 – Veliko Turnovo and hosted by the Open Gate Center – Pleven.
Representatives of Pleven municipality, Pleven district administration and of NGOs working in the field of human rights protection took part in the seminar.
Associate Professor Mariana Yovevska from Veliko Turnovo University St. St. Cyril and Metodius presented the activity of the European Ombudsman and the main documents of the European Union, which concern this institution, paying special attention to the Code of Good Administrative Behavior approved by the European Parliament on proposal by the European Ombudsman.
Ms. Rossitsa Dimitrova, Social Activities Chief Expert in the municipality of Veliko Turnovo, presented the experience and established good practices of the municipality in the work with disadvantaged people. She acquainted the participants with the opportunity for introduction of the institution of local public mediator, created by the recent amendments of Law on Local Self-Government and Local Administration and the significant role the institution could play for improving the relations between citizens and administration and for more efficient protection of human rights.
