| The Ombudsman Institution on National and Local Level: Bulgarian Experience in the European Context

 A public discussion devoted to the legislative and implementation problems of the ombudsman institution at national and local level in Bulgaria and to the best European practices of the local ombudsman type institutions was held on July 9, 2004 at the Center for the Study of Democracy. It was organized jointly by Coalition 2000, Local Government Initiative and the Information Centre on the Council of Europe.The newly elected local public mediators at the municipalities of Banite, Botevgrad, Kavarna and Razgrad, representatives of the local authorities and NGOs involved in the process of establishing the ombudsman institution in Bulgaria took part in the event.
The discussion benefited from the participation of Dr. Hans Martin Tschudi, Vice-President of the Congress of the Local and Regional Authorities of Council of Europe.
The CSD last publication on the ombudsman institution, namely the brochure Local Public Mediators in Bulgaria, was presented at the discussion.
The participants in the discussion endorsed an Address to the National Assembly, appealing for a speedy election of a highly-qualified, independent and reputable parliamentary ombudsman and successful start of the new institution, as well as its incorporation in the Constitution and adoption of legislative amendments for further strengthening the stability, independence and effectiveness of the institution. The Address was sent to the President of the National Assembly and to the Chairs of the Parliamentary Groups and the Parliamentary Standing and Ad hoc Committees as well as disseminated through the Bulgarian News Agency.
