Municipality training seminar: Challenges Towards the Ombudsman Institution in Bulgaria – Between Theory and Practice
 
On May 19, 2004 a municipality training seminar on Challenges Towards the Ombudsman Institution in Bulgaria – Between Theory and Practice was held in in the village of Ognjanovo, Gotse Delchev municipality. The seminar was organized jointly by CSD, Egida Foundation – Gotse Delchev and Coalition 2000.

Representatives of the municipal councils and the municipal administrations of all four municipalities in the region of Gotse Delchev (Gotse Delchev, Hadjidimovo, Gurmen i Satovcha) took place in the event.

The problems before the establishment of the ombudsman type institutions on local level were among the main topics of the discussion with a view to the forthcoming establishment of local public mediators in the municipalities of Gotse Delchev and Hadjidimovo. The legal framework of the ombudsman institution on national and local level (the Law on the Ombudsman, the Law on Local Self-Government and Local Administration), its main characteristics and the necessity of its improvement were also discussed.

The Draft Rules on the Organization and Activities of the Local Public Mediator in Hadjidimovo where a local public mediator is to be elected in the near future were discussed.

Speakers at the seminar were Ms. Antoaneta Tzoneva, Sofia municipality Public mediator, Mr. Svetoslav Georgiev, Expert at the Office of Sofia municipality Public mediator, Ms. Margarita Cheshmedjieva,lecturer at Southwestern University "Neofit Rilski" School of Law and Mr. Krassimir Somlev, president of the Egida Foundation.
