Of the Participants in the Public Discussion on:
The National and Local Level Ombudsman Institution: Bulgaria’s Experience in the European Context
Organized by
Coalition 2000
Local Government Initiative
and
the Information Center of the Council of Europe
Dear Mr. Chairman,
Dear Ladies and Gentlemen - Members of Parliament,
We, the elected local ombudsmen of the local government and local administration and the representatives of NGOs, committed to establishing the ombudsman institution in Bulgaria address you to express our beliefs in the necessity of:
- Timely selection of highly-qualified, politically independent and reputable Parliamentary ombudsman;
- Preliminary wide-scale public debate aimed at guaranteeing the transparency and openness of the procedure of short-listing appropriate candidates;
- Reaching consensus between the MPs on selecting a personality, meeting all the required criteria - high professionalism and morale, social and life experience;
- Selecting the first Bulgarian Parliamentary ombudsman with a majority, higher than the simple majority envisaged in the Ombudsman Act, which would guarantee broader support and trust;
- Constitutional strengthening of the institutional capacity and improvement of its legislative framework in pursue of establishing a warrant of its autonomy, expanding its powers and setting cooperation with the local ombudsmen;
- Ensuring a successful start of the new institution as an additional mechanism of defending the rights and freedoms of the individuals and effective control on the administration’s activity.
The representatives of the civil society, which launches the idea on the development of the legal framework and the factual establishment of the institution in Bulgaria both nationally and locally, herein express their readiness to participate in the process of nominating reputable candidates and to support the activity of the future ombudsman of the Republic of Bulgaria.
