6th Colloquium on Cross-Border Crime: “Crime and Economy and Crime Economy”
 
On September 2-4, 2004 the Friedrich-Ebert-Foundation and the University of Tilburg organized in Berlin a colloquium on the issues of cross-border crime. It aimed to reveal the links between legal and illegal entrepreneurs, the vulnerability of the legal economy and the ways to counteract organized business crime.

Dr. Maria Yordanova, Director of the Law Program to the Center for the Study of Democracy, gave an account of the recent reform process in the Bulgarian judiciary and law enforcement and the structural and organizational changes it needs to undergo in the light of the upcoming EU accession of Bulgaria. She listed the instruments on counteracting corruption and organized crime ratified by Bulgaria and outlined the recommendations, given by leading experts of the Judicial Reform Initiative (JRI) and the Center for the Study of Democracy.

Mr. Ruslan Stefanov, Project Coordinator of the Economic Program, Center for the Study of Democracy, presented an overview of the links between informal economy, undeclared work, corruption and organized crime in the new member states and candidate countries with a focus on Bulgaria. He reviewed a recent innovative study of the dynamics of informality in Bulgaria by Coalition 2000, which assesses government policy in this area and proposes alternatives to dealing with informality.

Mr. Tihomir Bezlov, Senior Analyst to the Center for the Study of Democracy, presented insights on the drug market in large Bulgarian cities, separating the distribution from the trafficking. It has been almost completely monopolized by organized crime groups which co-exist with groups that participate in the trafficking of heroin to Western Europe and in the production and trafficking of amphetamines to the Middle East. Mr. Bezlov also stressed that Bulgarian drug markets are small in size and “flat” which results in the regionalization and fragmentation of the big criminal organizations in this country.
