| Coalition 2000 hosted the Institutional Reform and Anticorruption in Southeast Europe session during the fifth Southeast Europe Economic Forum

 On November 4, 2003, Coalition 2000 hosted the Institutional Reform and Anticorruption in Southeast Europe session during the fifth Southeast Europe Economic Forum Integrating the Southeast Europe Economic Space, held on November 3-5, 2003 in the National Palace of Culture, Sofia.
 Mr. Alexander Stoyanov, director of Vitosha Research introduced to the audience the methodology and results of Coalition 2000 regular corruption monitoring surveys for assessing and diagnosing the level of corruption in Bulgaria. He also presented findings of a regional monitoring on the spread of corruption in Southeast Europe.
In his speech, Mr. Boyko Todorov, coordinator of the Southeast European Legal Development Initiative, stated that there are positive trends towards limitation of smuggling and gray economy in Bulgaria, but the risk of undermining the principles of free competition and market economy in the region is still too high. The latter prevents increased foreign investments flows and as a whole destabilizes the fragile democracies in Southeast Europe.
 Dr. Maria Yordanova, director of the Law program of the Center for the Study of Democracy, presented the experience of the non-governmental organizations and initiatives in Bulgaria in the elaboration of a complex judicial anti-corruption program and proposed the public-private partnership model as a possible and efficient alternative for successful implementation of the measures foreseen in the program and related to the reforms of the structure and the government of the judiciary and its administration; the creation of internal control mechanisms against corruption in the judiciary; substantial law amendments, which affect the various juridical aspects etc. Furthermore, Dr. Yordanova underlined the possibility of integrating the efforts towards searching for common or similar solutions for establishing a functioning, stabile and corruption-free judiciary as the most effective tool for fighting corruption in the society – an initiative, which could be based on the commonly experienced problems in the functioning of the judiciary under the countries of Southeast Europe.
Mr. Ruslan Stefanov, Coordinator of the Economic Program at the Center for the study of Democracy and moderator of the session, concluded that despite the existing positive trends in the anticorruption reforms in some areas as the customs in Bulgaria other policy areas as the judiciary remain still problematic. He also added that a sustainable improvement in the business environment in Southeast Europe requires not only an impartial and accurate survey on corruption and the related problems but also continuing, not one-time, activities for its limitation.
