| Press-Conference on Announcing the Results of a Survey Social roots of the various types and forms of the corrupting practices in the Bulgarian universities

 On 7 December, 2004, a press-conference for announcing the results from an inter-disciplinary survey titled: Social roots of the various types and forms of the corrupting practices in the Bulgarian universities and strategies for counteraction was held at the Center for the Study of Democracy, Sofia.
The research was conducted by a project consortium between Foundation “Communities 2002” and: Association for Social Studies and Applied Research Practices; the Center for Liberal Strategies; The Institute of Sociology at the Bulgarian Academy of Science; “European Law” Association within the framework of the Civil Society Against Corruption Program of Coalition 2000. The research team used qualitative methods to analyze the data collected from the following sources:
• Two focus groups comprising students from Sofia and provincial universities and one focus group comprising professors from Sofia universities;
• Ten expert assessments by professors and administrative staff of typologically selected universities throughout the country;
• Typologically selected Rules of ten different universities;
• Legislative framework of the higher education in Bulgaria;
• Previous publications on the subject of corruption in higher education (case with Veliko Turnovo university).
 The project team presented the results from the analysis of the legal and regulatory framework in more than ten Bulgarian universities (laid down by their Statutes for Constitution and Activities) and the degree to which these statutes create preconditions for conducting activities with corruption character. The analysis revealed basic relations, regulated by the statutes of the higher education institutions (e.g. forms for current control, evaluation and grading system, choosing a second area of specialization, transfer of students and credits, administrative services) and identified key indicators, which served as a basis for comparison between the higher education institutions.
 The results of the research indicated that the corruption in higher education is a multidimensional phenomenon, determined by the institutional premises, in which the higher education in Bulgaria functions during the last 15 years – financing principles, legal framework, institutional capacity. The project team also made specific proposals for legislative amendments, which could lead to alleviation of this socially important phenomenon.
