GDLN Videoconference: The Challenges to the Budget Reform in Bulgaria and France
 
On December 3, 2004 the Center for the Study of Democracy organized a videoconference, dedicated to the ongoing budget reforms in Bulgaria and France. The main objective was the exchange of experience on common problems and to initiate future collaboration.

Mr. Lyubomir Datzov, Deputy Minister of Finance of Republic of Bulgaria, presented the challenges to the budget reform in Bulgaria, which he summarized as:
  • improvement of policy planning and transfer of experts towards activities, related to programming;
  • binding policy planning cycle to the budget process;
  • more effective assessment and accountability.

  • Future changes also include decentralization of the implementation of programs, leaving the Ministry of Finance only with activities, related to planning and assessment of results.

    Mr. Frank Mordacq, Director of Direction “Budget Reform” to the Ministry of Economy, Finance and Industry, France, introduced the Bulgarian participants to the new French Budget Law. He underlined, that the reform takes time, consensus between all stakeholders and enhanced control and engagement of the Parliament. The new budget structure is scheduled to come into force in 2006.
