Information day for promoting the ombudsman institution in the city of Kardzhali
 
On November 21, 2003, an information day on the ombudsman institution was held in the city of Kardzhali. It was organized jointly by CSD, Kardzhali Municipality and Bulgarian Youth League Stefan Stambolov – Smolyan. The seminar was opened by the Mayor of Kardzhali Mr. Hasan Azis, who welcomed the participants and underlined the importance of establishing ombudsman institution on local level as a guarantee for transparency and accountability of the administration. He also expressed the opinion that the municipality will support any efforts of the NGOs sector for establishing a local civic mediator so that the good administrative practice could help citizens in their relations with the administration. Ms. Krassimira Natan, Legal Expert at the Office of the Sofia Municipality Public Mediator, presented the Law on the Ombudsman, adopted by the National Assembly in May 2003. She also briefed the participants on the amendments to the Law on Local Self-Government and Local Administration, adopted in July 2003. The new art. 21a of the Law envisages the possibility a public mediator on local level to be elected by the municipal councils. Ms. Natan also presented the activity of the Sofia Municipality Public Mediator and summarized its practice.

Ms. Rada Koulekova, former civic mediator for Mladost Region in Sofia, explained the legal basis of her work, including the rules of organization and procedures and the general agreement for cooperation with the mayor. The participants were acquainted with the complaints submitted to the mediator, the measures undertaken, and the mechanisms for cooperation with the local authorities.

The President of Bulgarian Youth League Stefan Stambolov in Smolyan Mr. Deyan Ashkov presented the experience and the results of the anti-corruption activities in the municipalities of Chepelare, Banite and Nedelino where civic councils for combating corruption have been established within the framework of Coalition 2000 process.

Mr. Emil Kostov, the first local civic mediator (ombudsman) in the region, recently appointed in Nedelino Municipality, shared the opinion that the establishment of such an institution in this little town has been facilitated by the successful work of the anti-corruption council.

During the discussion that followed many questions were answered by the lecturers. The participants were interested in the issues concerning the independence and financing of the institution, the mechanisms to control it, the staff recruitment, the reasons for an inquiry not to be settled, etc.
