Euro-Atlantic Integration in Southeast Europe: the Role of NATO and the Partnership for Peace in Promoting Reform in the Defense and Security Sector
 
On November 24-25, 2003 the Center for the Study of Democracy in cooperation with the Ministries of Foreign Affairs and Defense of Bulgaria held a workshop aimed to contribute to security and defense reforms in Serbia and Montenegro through an exchange of experience between representatives of the state administration, the Parliament and the NGO sector from Serbia and Montenegro and Bulgaria.

In his opening remarks Ambassador Boyko Noev, Director of the CSD European Program, and Mr. George Katsirdakis, Head of Section in NATO's Defense Policy and Planning Division, pointed to the need of speeding up the integration of Serbia and Montenegro to the Partnership for Peace and to facilitate the preparation of the country for future participation in the PfP process.

Mr. Katsirdakis presented the PfP working mechanism and explained the specifics and requirements set by the PfP framework document and the basic document of the Euro-Atlantic Partnership Council. Referring to the Partnership Action Plan against Terrorism, adopted after September 11th, Mr. Katsirdakis said that the document was conceived as part of the PfP broader approach to security and the attempt to synchronize previous plans of activities in this field. In conclusion, Mr. Katsirdakis proposed three measures to combat terrorism globally:

- sharing information
- better coordination
- rationalization of security forces

Procedures to join the PfP, legal issues of participation in PfP as well as defense/military aspects of the process were also presented in details. Participants discussed various issues related to the security sector reform in both countries, among them democratic control and military reductions and the role of media and public awareness campaigns.
