Working meeting: The UK Experience in Countering Corruption in the Healthcare System
 
On 19 May, 2005 at the Center for Study of Democracy, Coalition 2000 hosted a working meeting with representatives of the National Health Service of the United Kingdom: Ms. Emma Wilby, Senior European Project Officer and Mr. Steve Phillips, Deputy Director, Counter Fraud and Security Management.

Mr. Phillips delivered a presentation The UK Experience in Countering Corruption in the Healthcare System and the European Healthcare Fraud and Corruption Declaration. Ms. Wilby and Mr. Phillips are experts at Counter Fraud Department of the UK National Health Service, which is a member of the European Healthcare Fraud and Corruption Network.

The guest-lecturers presented the achievements of the Counter Fraud Department of the UK National Health Service, established in 1998, with respect to diminishing embezzlement and fraud in the healthcare system caused by patients, doctors, civil servants and supplier companies. The Counter Fraud Department has observing and investigating powers in the UK healthcare system and performs a similar function as the health ombudsman. The experience and the practice of these two institutions could contribute to the improvement of the functioning of the Bulgarian healthcare system through the introduction of similar mechanisms for control, including the potential establishment of the healthcare ombudsman institution.

Mr. Phillips also acquainted the experts present at the working meeting with the work of the European Healthcare Fraud and Corruption Network, established in 2004. At present, experts and governmental officials from 21 European countries are members of the network. The main goal of this network is to provide for an exchange of good practices and to stimulate cooperation among the European states in their activities on countering fraud and corruption in the healthcare system, as well as to facilitate the implementation of the principles of the European Healthcare Fraud and Corruption Declaration, adopted in October, 2004.

The next summit of the European Healthcare Fraud and Corruption Network will take place in October, 2005 in Bratislava. Bulgaria and other European countries will be invited to join the European Healthcare Fraud and Corruption Declaration and to work towards its implementation.
