An International Conference: Reinforcement of judicial system and struggle against corruption: a starting point for social dialogue and workers’ rights
 
An International Conference: Reinforcement of judicial system and struggle against corruption: a starting point for social dialogue and workers’ rights took place on June 7-8, 2005 in Matera, Italy.

The conference was organized within the framework of a PHARE project, implemented by the Institute for Cooperation and Development at the Common Labor Confederation of Italy. Participants from Bulgaria, Romania, Hungary, and Italy, including representatives of the trade – unions, NGOs, enterprisers and employers’ organizations and academicians took part in the event. The national reports presented were focused on the following topics: current trends in corruption practices, the state of the judiciary in the respective countries, anti-corruption legislation, corruption cases research and successful anticorruption activities, the role of the multinational companies and strategies for counteracting corruption and strengthening judiciary.

Municipal and provincial leaders and trade-union activists on local and national level greeted the participants in conference. The national reports, preliminarily prepared and distributed among the participants, were presented in the first day of the conference. The Bulgarian national report was presented by Dr. Maria Yordanova, Director of CSD Law Program. A round table on the economic reforms in the new member states and the candidate countries was also held.

The second day was devoted to discussions on specific topics of the national reports. The other members of the Bulgarian delegation Dr.Ekaterina Ribarova, executive secretary “Social Partnership European Integration” from the Confederation of Independent Trade Unions in Bulgaria and Mr. Teodor Detchev from the Union for Private Economic Enterprise also took part in the discussions.

Prof. Lorenzo Zoppoli from Naples University Federico II and a chair of a Public Ethics Association delivered a report on “Public Ethics, Politics and Institutions”, wherein he presented a Manifest for New Public Ethics, signed by civil organizations and the Naples public authorities in 2004 spring. The manifest follows to a high degree the model of the 1999 Code of the Congress of the Local and Regional Authorities of the Council of Europe.

A Declaration for cooperation in the fields of judicial reform, curbing corruption and organized crime was discussed and endorsed by the participants.
