IV Global Forum on Fighting Corruption
 
From 7 to 10 June, 2005 the capital of Brazil, Brasilia hosted one of the most important global events on the international calendar in the fight against wrongdoing in government - The IV Global Forum on Fighting Corruption. The Forum was organized by the Brazilian Office of the Comptroller General (CGU) in cooperation with the United Nations Office against Drugs and Crime (UNOCD). The Forum was opened by Luiz Inacio Lula da Silva, President of the Federative Republic of Brazil, Antonio Maria Costa, Executive Director of UNODC and Under-Secretary-General of the United Nations, and Waldir Pires, Minister of Control and Transparency of the Federative Republic of Brazil.

The fourth edition of the event brought together government, civil society, international organization and NGO representatives, specialists and academics from over one hundred countries to promote and facilitate international exchanges, as well as discuss and enhance practical and effective measures to fight corruption. Some of the issues debated by participants were: money laundering, public procurement, conflicts of interest and political financing. The sessions will also include presentations of real case studies and analyses of good practices.

The agenda of the Forum included eight workshops and six panels, as well as several seminars, all centered on the theme From Words to Deeds. The major goal of the event was to to give emphasis to case studies aimed at disseminating successful experiences in preventing and fighting corruption and promoting transparency in government. Alexander Stoyanov, Director of Research at the Center for Study of Democracy made a presentation titled Monitoring and Measuring Levels of Corruption in Bulgaria and South East Europe as part of the workshop on Measuring Corruption during the second day of the Forum. The presentation focused on the methods for corruption measurement and their role in the design, implementation and monitoring of anticorruption programs and policies in Bulgaria and SEE region.
