| CSD Represented at the Second Biennial Meeting of States to Consider the Implementation of the UN SALW Programme of Action

 The Second Biennial Meeting of States to Consider the Implementation of the Programme of Action (PoA) to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in all its Aspects took place in the UN headquarters in New York from July 11 to 15, 2005. The BMS is part of the follow-up process of the Programme of Action - an international instrument adopted by a United Nations conference, in July 2001, that aims to help curb the proliferation of illicit small arms and light weapons.
The Second BMS aims to serve as a forum for States,international and regional organizations, and civil society to exchange information on the implementation of the Programme of Action. It highlighted
successes and best practices related to efforts to curb the spread of illicit small arms and light weapons. The Second BMS also identified areas that need greater attention.
 The Programme of Action aims to develop or strengthen agreed norms and measures with a view to promoting concerted and coordinated international efforts to curbing the illicit trade in small arms and light weapons. It also intends to develop and implement agreed international measures to curb illicit manufacturing of and trafficking in those weapons, to mobilize political will throughout the international community and to encourage cooperation to such ends. In addition, the Programme of Action seeks to raise
awareness about SALWissues and to promote responsible actions by States to help prevent the illicit manufacture, export, import, transfer and re-transfer of such weapons.
Civil society plays an important role in the debate on issues related to the spread of illicit small arms and light weapons. These groups conduct research on small arms issues; publish reports and other materials to raise awareness among policy makers, the media, and the public about various problems resulting from the misuse of small arms and light weapons; and engage in advocacy work related to small arms violence and their impact.
Civil society organizations took part in the meeting and made statements before the government delegations. Two reports with CSD contribution were presented at the meeting - the annual South East Europe Monitor on SALW by SEESAC and the Red Book - a report assessing the Programme implementation in 180 states. CSD fellows Philip Gounev and Denislava Simeonova contributed to the Bulgaria's chapters in both reports. Ms. Simeonova was the CSD representative at the BMS.
