Videoconference on Hidden Economy and Corruption
 
On 9 September, 2005 the Center for Study of Democracy and Sofia Distance Learning Center hosted a videoconference titled Hidden Economy and Corruption, which was delivered to representatives of public and private sector organizations and NGOs at the National Academy of Public Administration under the President of Ukraine, in Kiev, Ukraine and representatives from public and private sector and donor community in Bishkek, Kyrgyzstan.

The videoconference is a part of a pilot program on Anti-corruption developed by CSD and Coalition 2000, which will be delivered through the GDLN network to emerging democracies in Eastern Europe and Central Asia. The program consists of a series of five videoconferencing sessions covering the following aspects of anti-corruption policies: Public Private Partnerships in Countering Corruption; Corruption Monitoring and Assessment Techniques; Civic Initiatives for Judicial Reform and Countering Corruption; Hidden Economy and Corruption; and Organized Crime and Corruption.

The second videoconference presented the major interconnections, causes and consequences of hidden economy and corruption. It paid special attention to different forms of corruption in relation to hidden economy:
• Informal Economy in Central and Eastern Europe - Size, Scope and Characteristics;
• Causes and Consequences of Informal Economy;
• Successful Policy Responses to Informal Economic Activity;
• Linkages between the Informal Economy and Corruption: How to Evade the Vicious Circle?

The main speakers during the video discussion were: Mr. Ira Lieberman, Former Senior Manager for the World Bank, ECA Private and Financial Sector, Dr. Boris Begovic, Vice-President, Center for Liberal-Democratic Studies and Professor of Economics, School of Law, University of Belgrade and Dr. Mirko Cvetkovic, CEO Intercon Consulting/CES Mecon. The videoconference is expected to strengthen the local capacity of Ukrainian and Kyrgyz anticorruption practitioners to counter corruption and the most malignant forms of hidden economy by increasing their practical knowledge of the nature, causes and consequences of corruption and hidden economy and to establish a network for future actions on national and trans-national forms of corruption and hidden economy.
