Discussion on the judicial reforms in Bulgaria
 
On March 2, 2006 CSD hosted a discussion on the judicial reforms in Bulgaria. The event was organized within the framework of the Austrian EU presidency in cooperation with CSD and attended by the Deputy Chiefs of Mission of 15 embassies of EU member states, including Austria, Germany, Denmark, Czech Republic, Ireland, Sweden, Finland, Greece, the Netherlands, etc as well as a representative of the Delegation of the European Commission to Bulgaria.

Dr. Maria Yordanova, Director of CSD Law Program and the Project Coordinator of the Law Program Mr. Dimitar Markov delivered a lecture on Judicial Reforms in Bulgaria: on the Eve of EU Accession.

Among the most significant issues presented and discussed were:

  • The basic principles of the organization and functioning of the judiciary in Bulgaria;

  • Judicial and law enforcement bodies: the courts, the prosecution office, the investigating bodies within and outside the judiciary and the Supreme Judicial Council as well as the Constitutional Court and its decisions regarding the judiciary;

  • The recent introduced reforms and changes under discussion;

  • Constitutional amendments for reforming judiciary (2003-2005) and current debate on constitutional amendments regarding judiciary;

  • CSD proposals for reforming judiciary developed in the last seven years.


The last CSD publication Judicial reform: The Prosecution Office and Investigation Authorities in the Context of the EU was also presented and distributed among the participants.
